Paul G. Schweiger, P.E., will be the lead instructor for this seminar. He is a Vice President of Gannett Fleming and has over 26 years of consulting engineering experience during which time he has worked on hundreds of dam projects providing the full range of dam engineering services. He has served as a project engineer or manager for the design of ten new dams, including four NRCS dams, and the design and technical review of many dam rehabilitation projects. He has inspected hundreds of dams across the nation including recently completing over 100 dam assessment reports for the NRCS. He was also responsible for conducting dam safety inspections and performing failure modes analysis for 16 high hazard dams on the Island of Oahu following the Ka Loko Dam failure, and providing dam safety training to Hawaii’s state dam owners, regulators, and consulting engineers.
Mr. Schweiger is a certified Failure Modes Analysis facilitator and a regular ASDSO Dam Owner Workshop instructor. He has published over 40 technical papers and technical manuals, given many presentations on a wide range of dam engineering topics, and is a frequent speaker at national dam safety conferences and specialty technical seminars. He also developed and co-taught an NRCS SITES course for evaluating the stability and integrity of auxiliary spillways. He has served on several dam safety committees and work groups including: the National Dam Safety Review Board, the NRCS Study Work Group to evaluate design tools for roller-compacted concrete stepped spillways and embankment armoring, the FEMA work group for establishing guidelines for the hydraulic safety of dams, and the FEMA workgroup for developing guidelines for the revised analysis and mapping procedures for non-accredited levees. He is currently serving as an expert hydrology and hydraulics engineer on an Independent External Peer Review panel for several United States Army Corps of Engineers DSAC I dam projects.
Dean B. Durkee, Ph.D., P.E. Dean is a Vice President and West Regional Director of Earth Science and Hydraulics for Gannett Fleming. He has over twenty years of engineering experience as a geotechnical and dam safety engineer, working primarily on dam and flood control projects, applying his expertise to assessment, planning, design, and construction phase services for rehabilitation and modification of earth embankment dams, flood control dams, and levees. Dean has a BS and Ph.D. from Colorado State University and MS from the University of Rhode Island. He is a member of ASDSO and USSD and serves on the USSD Levees Committee and is Vice Chair of the Tailings Dam Committee. He is an Instructor for ASDSO’s Dam Owner Training Program, and has previously provided training in the states of Washington and Nebraska, as well as serving as a co-instructor, with Mr. Schweiger for dam safety, operation, and maintenance seminar organized through ASCE in the State of Hawaii.
Dr. Durkee has provided geotechnical expertise for Failure Modes and Effects Analyses and Risk Analysis Workshops for 15 dams and recently completed the USBR Dam Safety Risk Analysis Best Practices training. He is currently assisting the State of Hawaii with the revision to the State’s Rules and Regulations for Jurisdictional Dams and Dam Safety Permit reviews, as well as updates to the State’s Guidelines for Dam Rehabilitation Design and preparation of Operation and Maintenance Plans. Dr. Durkee also served as Gannett Fleming’s Internal Technical Reviewer on the Herbert Hoover Dike project for the U.S. Army Corps of Engineers (USACE), Jacksonville District and recently lead a panel of dam engineering experts on a 50% construction phase Independent External Peer Review for the USACE, Jacksonville District.
Gene Peters is the President of Performance Plus is a frequent speaker and demonstrator at NRCS watershed operation and maintenance workshops, and has been participating in NRCS workshops since 1995. He was a Conservation Director for 10 years overseeing flood control dams. Mr. Peters specializes in repairing NRCS riser structures including gate operators, gate stems and gate replacement. He also performs underwater inspections and repairs, ROV conduit inspections, and conduit slip lining and concrete repairs. Performance Plus has received awards for their specialized equipment and repair facilities.
