Patrick Miles, P.E.

Project Manager & Engineer

As a firm associate and member of Freese and Nichols’ Water Resources Design Group for the past 15 years, Patrick specializes in hydrologic and hydraulic modeling for dams, levees, canals, spillways, and related structures for assessments, comprehensive reviews, rehabilitation design, Probable Maximum Flood analyses, breach analyses and levee certifications. His H&H modeling abilities include significant experience in HEC-HMS and HEC-RAS, SITES, FLOW3D, with experience in HEC-RAS extending to all components of one-dimensional and two-dimensional flow, as well as utilizing corresponding GIS applications for model development, consequence assessment, and map production. Patrick has served as lead instructor for HEC-RAS 2D training courses through nationwide professional organizations and multiple state dam safety agencies over the past 6 years. He holds a bachelor’s degree in Civil Engineering from Texas A&M University and is a licensed professional engineer in eight states.

Jeremy Dixon, P.E., CFM

Jeremy Dixon is a Project Manager in Freese and Nichols’ North Texas Stormwater Group. Over his 11-year career, he has specialized in hydrologic and hydraulic modeling of riverine and storm drain systems. His modeling experience has regularly included interactions with dams, levees, canals, spillways, pump stations, and other structures for both planning-level assessments and design. He has also developed reservoir gate operations plans and helped implement them into a flood forecasting system. Jeremy’s primary modeling experience is with HEC-HMS, HEC-RAS, InfoWorks ICM, and XP-SWMM, though he is always looking for more tools to put into the toolkit. His HEC-RAS experience covers steady flow analysis through unsteady 1D/2D modeling as well as pure 2D analysis. Jeremy has served as the lead instructor for HEC-RAS 2D training courses in Texas since 2018. He holds bachelor’s and Master’s degrees in Civil Engineering from Texas Tech University and is a licensed professional engineer in Texas.

Jennifer Gaines, P.E.

Project Manager 

Jennifer Gaines is a project manager in FNI’s Atlanta office with 10 years of experience in the evaluation and design of dams in the southeast U.S. and Texas. Jennifer has performed a wide variety of hydrologic, hydraulic, geotechnical, and structural analyses related to the design of new dams and the rehabilitation of existing structures. She has experience in hydraulic and structural design of reinforced concrete spillway structures, including standard NRCS risers, chute spillways, and stepped spillways. She has extensive experience with breach inundation modeling to evaluate potential flood impacts and establish hazard classification recommendations for dams based on state-specific dam safety criteria. Jennifer is proficient in both 1D and 2D modeling within HEC-RAS, as well as the associated GIS applications for model development and inundation mapping.
