Mrs. Amanda J. Hess is a vice president of Gannett Fleming and the manager of the Hydrology and Hydraulics Group in their Dams and Hydraulics Section in Camp Hill, Pennsylvania.  Amanda received her bachelor’s and master’s degrees in civil engineering from the Pennsylvania State University.  She is responsible for leading analyses for water resources projects and designing hydraulic structures.  Amanda regularly conducts seminars on hydrologic and hydraulic modeling including instruction on HEC-HMS, HEC-RAS, HEC-RAS 2D and SITES.  She serves on Value Engineering, Independent Peer Review and Potential Failure Modes Analysis Teams, provides litigation support in the areas of flooding and water supply system operation, and was a coauthor of the updated FEMA guidelines for Selecting and Accommodating Inflow Design Floods for Dams.


Gregory Richards, P.E.
Senior Project Manager

Greg Richards is a senior project manager and hydrologic/hydraulic engineer at Gannett Fleming in Salt Lake City, Utah. He obtained his B.S. and M.S. degrees in civil engineering from Utah State University where he also worked as a graduate research assistant in the Utah Water Research Lab. Currently, he is responsible for performing hydraulic and hydrologic analyses and design for flood control reservoirs, spillways, outlet works, stilling basins, bridges, and stream channel improvements. His technical specialties also include conducting consequence analyses, performing dam inspections and assessments, completing FEMA floodplain analyses and map revisions, performing dam failure inundation analyses and mapping, facilitating emergency action plan exercises, designing spillways, and estimating reservoir safe yield. Greg has published 16 peer-reviewed articles on various dam safety, emergency action planning, and other water resources topics. He is also a primary author of FEMA’s Federal Guidelines for Dam Safety: Selecting and Accommodating Inflow Design Floods for Dams (FEMA-94) and Summary of Existing Guidelines for Hydrologic Safety of Dams (FEMA P-919). Greg was the 2017 recipient of the Association of State Dam Safety Official’s (ASDSO) Joseph J. Ellam President’s Award for his efforts to create and expand the DamFailures.org website, his service on ASDSO’s Dam Failures and Incidents Committee, and his leadership in creating a young professionals group within the organization.
